China-EUrelationsareexpectedtogetaboostwhenFedericaMogherini,HighRepresentativeoftheEuropeanUnionforForeignAffairsandSecurityPolicy,holdstheannualpoliticalandstrategicdialoguewithChineseStateCouncilorYangJiechionWednesday.Brusselshassaidthemeetingwillpavethewayforthebilateralsummit,thedateforwhichwillbeannouncedsoon.BothChinaandtheEUknowfullwellhowfastthealreadycomplexsituationintheworldhasbeenevolvinginrecenttimes.YangandMogheriniareexpectedtosharetheirviewsonglobaldevelopment,too.Mogherini,whowillvisitIndiaandRussiasoon,iswaitingforYangtoupdateheraboutthedetailsofthemeetingbetweenPresidentXiJinpingandUSPresidentDonaldTrump.TheUnitedStates'EuropeanalliesareworriedaboutTrump'sattitudeanddecisions.InarecentinterviewwithTheFinancialTimes,EuropeanCommissionPresidentJean-ClaudeJunckersaidthatduringaconversationonthetelephone,TrumpmistookhimtobeEuropeanCouncilPresidentDonaldTusk.GiventheEU'sworriesandtheUnitedKingdom'sdeparturefromthe28-memberblocintwoyears,BeijingneedstoreassureBrusselsofitsfullsupportforstrengtheningbilateraltradeandeconomicrelations.TherecentdevelopmentsinSyria,too,shouldbehighontheiragenda.YangandMogheriniarelikelytodiscussotherissuesbeforetheydelveintobilateraltopics.Andbecauseofthefast-changingglobalsituation,BeijingandBrusselsneedtoholdseveralroundsofdialoguesbeforedecidinghowtotakebilateraltiestoahigherlevel.TheEUalsoneedstodomorehomeworkbeforeexploringthefullpotentialofbilateralrelations.Threeyearsago,XivisitedtheEUheadquartersandbothsidesagreedtopromotepeace,growth,reformandpartnership.Thismaybetherighttimeforbothsidestoreviewthethree-yearharvestsinthefourareas.JudgingbyBrussels'performancevis-a-visBeijinglastyear,thereisneedtochangeitsapproachandstrategy.Brusselsseemedkeenon"punishingBeijing"whenitcametosteelovercapacity.IttighteneditsapprovalprocedureonBeijing'sinwardinvestment,anditsleaderevenmetwiththeDalaiLama,whopromotesseparatism.WhenTrumpenteredtheWhiteHouseinJanuary,someinBrusselssaidChinaandtheEUshoulddomoretofillthevacuumcreatedbythenewUSadministration'sunwillingnesstopromoteglobalizationandfreetrade.Theywereworriedaboutthechangeincross-Atlanticrelations.Butthingshavestartedtochange,andBrusselsandBeijingbotharewillingtoseereality.BeijingandWashingtonhavedecidedona100-dayplantodiscusshowtoboostbilateralrelations.AndTrumpevenannouncedlastweekthatChinaisnotacurrencymanipulator.ThesedevelopmentsmeanBrusselsmayneedmoretimetofinalizeitsstancetowardBeijing.Itneedsmorediscussions,andshouldwaituntilBeijingandWashingtonagreeontheirfuturerelations,beforereachingadecision.Andthreeupcomingevents-theBeltandRoadInitiativeForumforInternationalCooperationinMay,theChina-EUbilateralsummitandtheG20SummitinHamburginearlyJuly-willprovidetherightplatformsforthethreesidestodecidetheirfutureties.DespiteitsdifficultiesindealingwithBrexit,therefugeecrisis,terrorismandpopulism,theEUmaybeinbettereconomicgrowthinthecomingtwotothreeyears.China'sBeltandRoadInitiative(theSilkRoadEconomicBeltand21stCenturyMaritimeSilkRoad)hasbeenwelcomedbytheEUandoffersanexcellentopportunitytobothsidestodeepencooperationandboosttheireconomies.WhiledealingwithChina,theEUshouldknowitisfarimportanttoexploreopportunitiesthantofocusonchallengesandproblems.AndthatWashingtonhasreportedlyshowninterestintheBeltandRoadInitiativeshouldremindBrusselsofitsimportancewhenitholdstalkswithBeijing.TheauthorisdeputychiefofChinaDailyEuropeanBureau.fujing@chinadaily.com.cn

Earlyonemorning,beforesunriseandbeforenaturehasawoken,59-year-oldLiangFeng'enwalkedcalmlythroughtheforestsinSuiyangtown,Heilongjiangprovince,carryinghisgreen-and-blackGPSdevice,acamera,adiaryandamedicalkit.Decadesago,Liangwasawell-knownhunterintheregion,buthenowworksasarangerforSuiyang'sforestrybureau,applyinghisknowledgetoaidwildlifeconservationinthecountry'snortheast.HismaindutyistofindandrecordthetracksofwildSiberiantigersandtheirprey,suchasdeerandboar,whichisessentialworkforbig-catprotection.Lianghasbeenlivingintheforestsformorethan40yearsandknowsaboutalloftheanimalsandtreesintheregion."IhadnoideaaboutwildlifeprotectionwhenIwasyoung,andIneverimaginedthatIwouldgiveuphunting,whichwasmyfamily'swayoflifefordecades,"hesaid.Suiyang,asmalltownthatbordersRussia,issurroundedbydenseforests.Liangsaidhisfamilyandneighborsalllookeduptohisfather,whowouldbringhomewildboarsanddeerevenwhenthewholecountrywasplaguedbystarvationinthe1960s."Goodhuntersenjoyedrespectandwereevenidolized,"Liangsaid,addingthatheinheritedhisfather'stalentandwouldhunt60to70wildboarsayearbythetimehewas20yearsold.However,huntingtraditionschangedin1998whenChinaimplementedstrictenvironmentalprotectionmeasures,withLiangtakingonanentirelynewandunexpectedroleasawildlifeprotector.In2000,hereceivedaphonecallfromconservationgroupWorldWideFundforNature'sChinaOffice,invitinghimtohelpprotectwildlifeintheregion."Ithoughtitwasridiculous.Howcouldahuntersuddenlybeontheanimals'sideIthoughtIwouldbeajokeintheeyesofmyfriends,"Liangsaid.Butgradually,afterlearningmorefromtheWWFaboutthesignificanceofwildlifeprotection,hechangedhismindandfinallyacceptedajobasarangertohelpconservewildlifeinNortheastAsia,especiallySiberiantigers-aspeciesfacingextinction.HundredsofSiberiantigersprowledHeilongjiang'svirginforestsinthe1960s,buttheyhavesincebecomerareduetoadramaticreductioninthesizeoftheirhabitat.However,theyarereturningtothemountainsofHeilongjiangandJilinprovincesfromRussia'sFarEastregionafteradecadeofreforestation.AspartofChina'simprovementsinwildlifeprotection,manyformerloggersandhunterslikeLianghavenowbecomeforestrangers.Theirdailyroutinehaschangedfromdestroyingthelocalhabitatandwildlifetoimplementinganti-huntingmeasures,wildlifemonitoringandraisingpublicawarenessofthetigers'plight."ThemoreIlearnedabouttheecologicalbalanceandtheimportanceofanimalprotection,themoreIwantedtobearanger,"Liangsaid,addingthathenowhasanemotionalconnectionwiththeforest.Walkinganaverageof30to40kilometersthroughtheforestseachdaywithabackpackweighingabout20kilograms,Liangnotonlyrecordschangesintheforests,butalsoremovesdangersposedtowildanimalsbyhumans-hehasclearedmorethan1,000trapsduringhistimeasaranger.Liangisrecognizedbymanyastheregion'stoprangerduetohisprofessionalismanddedication.Heandhiscolleaguesalsoencouragelocalswhoknowtheforestswelltojointheirteam.Theregionhad200rangersbyearlylastyear,butthenumberhadsoaredto600bylastmonth,accordingtoofficialstatistics."Rangersarelikeourhandsandeyes,collectingtheinformationweneedandtakingcareoftheforestsandanimals.Ourrecentresearchshowsthatthenumberofwildtigersandleopardsbothwitnessedanincreaseduetotheirefforts,"saidLiuPeiqi,aprogramdirectorwithWWFChina.

GiventhatChineseuniversitiesarenotknowntolinksportstotheircourses,theregulationsofTsinghuaandXi'anJiaotonguniversitiesseemoutofplace.Thisbecomesevenmoreobviouswhenoneconsidersthefactthatthetwoarecentury-oldandprestigiousuniversitieswhoseregulationsandcoursesdrawwidepublicattention.Butacloserlookatthetwouniversities'decisionsshowstheirdecisionsshouldnothavesparkedacontroversy.AnyoneacquaintedwithTsinghuaUniversity'scurriculumsknowsphysicaleducation,likeotherprofessionalcourses,includescompulsoryandselectivecourses,whichstudentshavetopasstobeeligibleforgraduation.Infact,suchregulationsarenormalinanyuniversityorcollegeinChina.Theuniversity'sregulationisreasonableforseveralreasons.First,theTsinghuaUniversitycampushasexcellentswimmingfacilitieswherestudentshaveaccesstobasicaswellashigh-qualityswimmingcourses,andthuscanpracticeorlearnswimming.Second,theuniversity'sregulationdoesnotrequireeverystudenttobeanaceswimmer;itonlyrequiresthestudentstoattainbasicswimmingskills.GiventhatmanyChinesechildrennowlearnswimmingataveryyoungage,itshouldnotbedifficultforthemtofulfilltheuniversity'srequirement.Besides,studentswhodon'tknowhowtoswim,especiallythosefromChina'sdrynorthernregions,canlearnswimmingundertheguidanceofcoachesbeforeorafterattendingtheiracademicclasses.Andstudentswhocannotlearnswimmingforvariousreasonscansignupforothersportsorphysicaleducationcourses.Third,swimmingisacardiovascularexercisethatbuildsmusclestrengthandendurance.AndsinceTsinghuaUniversityhasmodernswimmingfacilities,itisjustifiedinhelpingthestudentstopracticeswimmingandremainphysicallyfit.Xi'anJiaotongUniversity,justlikeTsinghuaUniversity'srequirementsforswimming,doesnotrequireeverystudenttobeahighlyskilledtaichipractitioner.Instead,itonlyrequiresstudentstoknowsomebasictaichiexercisesandkeeppracticingthem.OnereasonthedecisionsofTsinghuaandXi'anJiaotonguniversitieshavecausedacontroversyisthatphysicaleducationhaslongbeenamarginalizedfieldinChina.Eventhoughphysicaleducationisacompulsorycourseinmanyuniversities,authoritiesusuallydon'tattachmuchimportancetoit.That'swhyphysicaleducationteachers,moreoftenthannot,cannotsetstrictteachingrequirements.Thismarginalizationofphysicaleducationhasledtoadeclineinstudents'physicalhealthandtheirreluctancetoplaysport.Inthiscontext,theregulationsofTsinghuaandXi'anJiaotonguniversitieswillhelpstudentstomaintainphysicalfitnesstoacertaindegree.Universitiesshouldbeopentosocialsupervision,buttheyshouldhavetheautonomytomanagetheiraffairs,passregulationsandsettheircurriculumsfreeofoutsideinterventions.TheauthorisaprofessorwithCollegeofLiberalArts,JournalismandCommunication,OceanUniversityofChina.ThisarticlefirstappearedinBeijingNews.
